Request for Proposal (RFP) of Legal Representation for the EU Expiry Review
The Steel Exporters' Association (ÇİB) is the official exporters' association representing the majority of Turkish steel exporters. ÇİB supports its members by promoting steel exports, coordinating export-related activities, representing the interests of the Turkish steel industry before national and international authorities, and undertaking initiatives to address trade-related challenges affecting the sector.
As you may be aware, on 6 July 2026, the European Commission initiated an expiry review of the anti-dumping measures applicable to certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Türkiye.
In order to effectively represent and defend the interests of the Turkish steel industry throughout this proceeding, ÇİB intends to appoint an experienced law firm to provide legal services during the expiry review investigation and any subsequent proceedings, if necessary.
Accordingly, we kindly invite your firm to submit a proposal for providing legal representation in this case. Preference will be given to firms with substantial experience in EU trade defence instruments, particularly anti-dumping investigations and expiry reviews before the European Commission. Experience representing governments, industry associations, or companies in similar proceedings, as well as cooperation with EU-based legal partners or offices, will be considered an advantage.
Your proposal should include:
- Your firm's relevant experience in EU anti-dumping and trade defence proceedings;
- Details of comparable cases previously handled by your firm;
- The proposed legal strategy for the current investigation;
- The composition of the legal team that would be assigned to this matter;
- A financial proposal, including hourly rates, any proposed flat fee, and the estimated total budget for the engagement.
Due to the procedural timetable of the investigation, we kindly request that your proposal be submitted no later than 22 July 2026 (close of business, Türkiye time).
